Documents relating to the Andean Free Trade Agreement (AFTA)

The Andean Free Trade Agreement (AFTA) was envisioned by the Bush administration to be the follow-up regional agreement to CAFTA. It was originally envisioned to include Peru, Colombia, Ecuador and Bolivia. Because of the widespread opposition to CAFTA, both in the United States and in Central America, people in the Andean countries had more time to organize opposition to the agreement, and the Administration has had to change tactics to accommodate to that opposition. At this moment, the landscape in the Andean countries is much different, and the U.S. has changed tactics, and only been successful in negotiating agreements with 2 of the countries, Peru and Colombia. Because of the variation of what has happened in each of these 4 countries, there are separate explanations of what has happened in each location.
